Georges Courteline was the pen name of French novelist and dramatist Georges Victor Marcel Moinaux. He became known for concise comedies and satirical prose aimed at military routines, bourgeois manners, and administrative absurdity. Messieurs les Ronds-de-Cuir. belongs to the last group. First serialized in L'Écho de Paris and issued by Flammarion in 1893 with a preface by Marcel Schwob, the novel presents a sequence of office scenes populated by idle, eccentric, and obstructive civil servants. Courteline had firsthand knowledge of bureaucracy from years as a government employee, and the book turns delay, misplaced files, petty authority, and workplace ritual into comedy. Its title helped popularize a French expression for deskbound officials. Courteline also wrote Boubouroche, Le Train de 8 h 47, and Le commissaire est bon enfant. Across these works, his compact plots expose institutions by allowing ordinary rules and vanities to become increasingly ridiculous.
