About this book
On the Manner of Negotiating with Princes is a work by Monsieur de Callières. The full title adds the Uses of Diplomacy, the Choice of Ministers and Envoys, and the Personal Qualities necessary for Success in Missions abroad. The introduction says diplomacy is one of the highest of the political arts. A writer names, as the most fundamental of all popular rights, that the citizen shall know on what terms his country may ask him to lay down his life.
The writer says that if foreign policy should be known and intelligently discussed by the people it concerns, it is just as necessary that the people should not meddle with the actual process of diplomacy. Under the heading Envoys Extraordinary, the text says they are public ministers who do not possess the right of presentation which attaches alone to the title of ambassador, but enjoy the same security and immunity under the law of nations. Under the heading A Portrait Gallery, the text speaks of portraits not only of the King himself but of all his ministers, and indeed of all those persons who have influence upon the course of public affairs.
