About this book

A meeting needs a way to turn competing proposals into decisions. Henry M. Robert sets out that process in this handbook of parliamentary practice, published in 1876. Its first part explains how members obtain the floor, introduce motions, amend proposals, debate questions and vote. Rules for committees, the chairman and the clerk place these individual actions within the work of an organized assembly.

The second part approaches the same subject through the everyday business of societies and conventions, grouping motions by their purpose. A table of rules helps readers compare what different motions allow. Robert also distinguishes a meeting from a session and explains how decisions at one session relate to later business.
