State of the Union Addresses gathers the addresses of Chester A. Arthur, dated December 6, 1881, December 4, 1882, December 4, 1883 and December 1, 1884. The address dated December 6, 1881, to the Senate and House of Representatives of the United States, speaks of an appalling calamity that has befallen the American people since their chosen representatives last met.
One address says that by recent legislation onerous fines have been imposed upon American shipping in Spanish and colonial ports for slight irregularities in manifests, and that the bark Masonic, bound for Japan, entered Manila in distress and is there sought to be confiscated under Spanish revenue laws. Another address says that Brazil, whose natural outlet for its great national staple, coffee, is in and through the United States, imposes a heavy export duty upon that product. The text calls the countries of the American continent and the adjacent islands the natural marts of supply and demand for the United States, and says that four paths of policy seem to point to this end, the first a series of reciprocal commercial treaties with the countries of America.
