Truman lists addresses dated January 21, 1946, January 6, 1947, January 7, 1948, January 5, 1949, January 4, 1950, January 8, 1951, January 9, 1952 and January 7, 1953. The address dated January 21, 1946 is addressed to the Congress of the United States. One address says that the bigger and more complex the Federal Program, the more necessary it is for the Chief Executive to submit a single budget for action by the Congress.

The speaker recalls that at Potsdam, in July 1945, Marshal Stalin, Prime Ministers Churchill and Attlee, and the speaker met to exchange views primarily with respect to Germany. An address says peace treaties for Italy, Bulgaria, Rumania, and Hungary have finally been prepared, and that the Government does not regard the treaties as completely satisfactory. In one address the speaker says the starting point, as he has said on many occasions, has been and remains the United Nations.
