About this book
The preface identifies the history of England's Parliament with the history of the English people. The account says the passing of the Septennial Act in 1716, in place of the Triennial Act of 1694, despite much hostile criticism, helped further the Commons' growing independence of Lords and Crown. Parliament could only be dissolved by the Crown before the Triennial Act.
The Triennial Act gave Parliament an existence that ended three years after the day on which Parliament was summoned. The Septennial Act extended that existence by a further four years, leaving members no longer in perpetual anticipation of an imminent General Election. The discussion of corruption describes secret service money used to buy votes as being under the control of the Prime Minister.
