Napoléon Belcourt was a lawyer, parliamentarian, senator, and prominent defender of French-language rights in Ontario. Born in Toronto in 1860 and educated at the University of Ottawa, he built a legal practice before entering federal politics. He represented Ottawa in the House of Commons, served as Speaker, and was later appointed to the Senate. Bilingualism records an address delivered in 1916 before the Canadian Club of Quebec, during a period of intense dispute over French education in Ontario. Belcourt argued that knowledge of English and French strengthened Canadian public life and that linguistic cooperation mattered to national unity. His advocacy also extended beyond speeches: he became closely associated with efforts opposing Regulation 17 and with organizations representing Franco-Ontarian interests.
