Napoléon-Antoine Belcourt was a Canadian lawyer, legislator, and defender of French-language education in Ontario. Regulation 17 Ultra Vires prints the constitutional case he presented in the Supreme Court of Ontario on 2 November 1914. He challenged a provincial rule that restricted teaching in French, addressing separate-school guarantees, governmental authority, and the legal standing of the language in public institutions. This intervention belonged to a sustained Franco-Ontarian political and judicial campaign. Belcourt served in the House of Commons, including a period as Speaker, and later joined the Senate. He continued the dispute through an appeal to the Judicial Committee of the Privy Council. The published address can thus be read at once as legal reasoning and as evidence from a decisive minority-language struggle. It captures Belcourt joining courtroom advocacy to parliamentary experience in an attempt to protect educational rights when language, constitutional interpretation, and provincial power were being contested together.
