Book II of Labour and the Popular Welfare by W. H. Mallock is headed The Chief Factor in the Production of the National Income. Chapter I is headed Of the various Factors in Production, and how to distinguish the Amount produced by each. The author says that the inquiry on which “we are entering really comprises two.”
The text works through an example in which Harry’s case gives nine loaves daily for one man’s labour while Tom and Dick, for the same amount of labour, are rewarded respectively by fifteen loaves or by twelve. The author says that agricultural labour must be held to produce whatever product is necessary for the customary maintenance of the labourer. The author names two kinds of deliberate and concerted action, one represented by the organisation of Labour in Trade Unions and the other by certain legislative measures. The author says many kinds of wealth that are considered typical would become almost valueless if divided, for instance a great house and its contents.
