George Ticknor Curtis's Life of James Buchanan concerns the Fifteenth President of the United States and is presented as the first of two volumes. A letter from a friend in Washington says that a modified tariff bill was expected to allay excitement in the South, but had not done so in South Carolina. The letter reports that an address to the people of South Carolina calls the protective system the country's settled policy and advises open resistance to the act.
Discussion of the bankrupt law contrasts a requirement for creditors' express assent with a system in which the debtor would be discharged unless a majority expressly dissented. A discussion of State tribunals argues that individuals whose rights clash with prevailing feeling would have little hope of obtaining justice before a State tribunal.
