About this book

The Report of the Juvenile Delinquency Committee is headed New Zealand 1955 and names Hon. R. M. Algie as chairman. The report says a Special Select Committee was appointed by a resolution of the House dated the 28th day of September 1954 to consider and to report upon certain matters relating to moral delinquency. The committee was instructed to study the recommendations contained in the report of the Mazengarb Committee and to make such observations thereon as it thought fit.

The report's authors say they gave careful attention to each and every one of the recommendations of the Mazengarb Committee but did not feel it to be their duty to hear over again all or any of the evidence placed before that Committee. The report concludes that the officers of the New Zealand Broadcasting Service have studied in a properly co-operative spirit the suggestions and recommendations of the Mazengarb Committee. A quoted passage recommends the repeal of section 157 in so far as its subject matter overlaps the Indecent Publications Act 1910, and suggests that if the legislation is rewritten, the 'dominant effect' test laid down in an American case, the Ulysses case, be considered.
