State of the Union Addresses of Benjamin Harrison gathers addresses dated December 3, 1889, December 1, 1890, December 9, 1891 and December 6, 1892. The December 3, 1889 address, sent to the Senate and House of Representatives, says few transactions in the administration of the Government are even temporarily held in the confidence of those charged with the conduct of the public business.
The foreign matters covered include the advancement of the Empire of Japan, evidenced by the recent promulgation of a new constitution, a recommendation that judicial rights and processes in Korea be established on a firm basis, and the rights of naturalized citizens, especially with France, Italy, Russia, and Turkey. The addresses also describe men upon shore leave and unarmed in the harbor at Valparaiso who were assaulted by armed men, and a board of officers of the Baltimore reports that the assaults were unprovoked. Alaska is covered too: the form of government provided by Congress on May 17, 1884, for Alaska was in its frame and purpose temporary.
