About this book
A financial panic opens the first of James Buchanan's four messages to Congress, dated December 1857 to December 1860 and printed here in order. He describes idle factories, unemployed workers and a shrinking government income, and blames the paper currency and bank credit system. The last, from December 1860, follows Abraham Lincoln's election, with Southern states moving toward secession, a subject the president addresses at length.
