The Iraq Study Group Report lists James A. Baker, III, and Lee H. Hamilton as Co-Chairs. The contents list names Consequences of Continued Decline in Iraq and Some Alternative Courses in Iraq, among others. The report says there must be a renewed and sustained commitment by the United States to a comprehensive Arab-Israeli peace on all fronts: Lebanon, Syria, and President Bush's June 2002 commitment to a two-state solution for Israel and Palestine.

The report says the United States should significantly increase the number of U.S. military personnel, including combat troops, imbedded in and supporting Iraqi Army units. The report says that by the first quarter of 2008, subject to unexpected developments in the security situation on the ground, all combat brigades not necessary for force protection could be out of Iraq. Recommendation 24 says the contemplated completion dates of the end of 2006 or early 2007 for some milestones may not be realistic, and that they should be completed by the first quarter of 2007.
