About this book
The Smugglers, with the subtitle Picturesque Chapters in the Story of an Ancient Craft, is a book by Charles G. Harper. The title page carries Dr. Johnson's definition of a smuggler as a wretch who, in defiance of the laws, imports or exports goods without payment of the customs. The preface says opinions have ever been divided on the question of the morality, or the immorality, of smuggling.
The text says that in 1787 there were no fewer than 1,425 articles liable to duty, very many of them taxed at several times their market value, bringing in £6,000,000 a year. The text says that in 1797 the customs laws filled six large folio volumes. The text says the estuary of the Exe, between Exmouth and Starcross, was for many years greatly favoured by smugglers. The text tells of a dog named Tray that was taken along the shore in search of buried kegs, having been deprived of his food the day before.
