Charles Stewart Davison practiced law in New York and addressed constitutional, commercial, and international questions in public writing. Educated at Harvard and Columbia Law School, with further study at Cambridge and the Inner Temple, he entered practice in 1877. Davison issued Neutrality Under International Law and the Wilsonian Heresy, America or China during 1915, framing his criticism of United States neutrality policy as correspondence to Hiram Freeborn. The Case of the “Kronprinz Wilhelm” and “Bernstorffian Diplomacy”; followed in a second letter dated April 14, examining maritime neutrality and diplomatic conduct. University and archival catalogues preserve both pamphlets within the period's debate over American obligations before entry into World War I. Davison's legal career and civic memberships explain the argumentative form: these were concise interventions by a practicing attorney, not general histories of the conflict. Read together, the two titles document one lawyer's effort to test current policy against international-law principles and public accountability in detail.
