Becoming Resilient: Staying Connected Under Adversity, published by Business Expert Press in 2023, draws that line and then asks how an organisation keeps working through a storm or a network attack. Schutzer took a doctorate in electrical engineering at Syracuse University after a first degree from City College of New York. He worked on missile defence at Bell Laboratories, was technical director of United States naval intelligence, ran advanced technology at Citibank, and founded the Financial Services Technology Consortium, a banking research body he merged into the Financial Services Roundtable in 2009. He lectures and consults commercially in the same field.
