Harold B. Barclay
Harold B. Barclay was a Canadian anthropologist whose scholarship examined political organization, religion, and communities functioning without centralized government. Efendisiz Halklar is the Turkish edition of his comparative study People Without Government: An Anthropology of Anarchy. Versus Kitap issued the translation by Zarife Biliz in 2010, and Turkish bibliographic records identify its cultural-anthropology focus and ISBN. Barclay draws on societies from several regions to challenge the assumption that every durable community requires a permanent ruling institution. An academic review record describes him as a retired University of Alberta anthropology professor and situates the book within his decades of teaching. His method is comparative rather than utopian: examples of acephalous and segmentary organization become evidence for different ways people have coordinated law, responsibility, and collective life. Efendisiz Halklar thus represents Barclay’s broader interest in how authority operates outside familiar state structures. Readers encounter an accessible anthropological argument grounded in observed social forms, historical comparison, and sustained skepticism toward claims that hierarchy is universal.
