Harold Cox

Harold Cox pursued a British economist, journalist, and Liberal Unionist politician whose writing defended free trade and individual economic choice. Before entering Parliament, he taught mathematics in India and worked in public affairs; he later edited the Edinburgh Review and contributed widely to political debate. The Problem of Population was published in the early 1920s, when falling and rising birth rates, migration, public health, and economic pressure were being argued across Europe and North America. Cox examines population growth through material limits and standards of living, presenting the question as both economic and social.
