Bingham is the only person to have held all three senior judicial offices in England: Master of the Rolls, Lord Chief Justice and Senior Law Lord. The Rule of Law sets out eight principles he thought the phrase actually requires, in language a non-lawyer can follow, then applies them to detention without trial and to the legality of the Iraq war, on which he concluded the invasion had breached international law. He led the inquiry into the collapse of the bank BCCI. He died in 2010.
