About this book
Guernsey's market house gives Joseph Theodore Harris a concrete case through which to examine public finance. Drawing on official documents, he traces the island's use of government notes to pay for construction, with the notes later redeemed from market revenues. The account connects that experiment with the island's constitution, the security behind its currency and the opposition its measures attracted.
Sidney Webb's preface separates the documented building project from competing explanations of its economic cost. He considers whether paper replaced gold, increased the currency in circulation or met a shortage of money, while acknowledging the lack of evidence about prices. A later passage presents the island authorities' account of unemployment, threatened coastal land, debt and limited revenue after the war. For readers interested in monetary history, the book offers a local example of how a community argued over financing public improvements and who would bear the expense.
