About this book
Cheap Postage, by Joshua Leavitt, offers remarks and statistics on the subject of cheap postage and postal reform in Great Britain and the United States. The Chancellor of the Exchequer, Mr. Francis Baring, introducing the bill on July 5, 1839, declared his conviction that the loss of revenue at the outset would be very considerable indeed. The text says that in the United States the government, without extensive examination, resolved to do what the British government dared not attempt, that is, to put down the private mails by penal enactments.
A quoted statement says there is no just reason why the public should not pay its postages as well as citizens, and the report of the Senate Committee goes still more fully into the argument. One account says papers of a very small size were sold to boys, the boys sold them in the streets at one cent each, and soon the editions increased and the sheet was enlarged.
