Compilation of the Messages and Papers of the Presidents by James D. Richardson has a volume of William McKinley's Messages, Proclamations, and Executive Orders Relating to the Spanish-American War. The volume says that William McKinley, the twenty-fifth President of the United States, was born in Niles, Trumbull County, Ohio, January 29, 1843.
The speaker says he felt it his first duty to make instant demand for the release or speedy trial of all American citizens under arrest, and that before the change of the Spanish cabinet in October last twenty-two prisoners, citizens of the United States, had been given their freedom. The text adds that the United States troops commenced embarkation for home on August 7, and that the entire force was returned to the United States as early as August 24. The volume also says that private property taken for the use of the army is to be paid for when possible in cash at a fair valuation.
