Rules and Regulations of the Insane Asylum of California was prescribed by the Resident Physician on August 1, 1861. The rules say the Resident Physician, who shall also be the Superintendent, shall be the chief executive officer of the Asylum. The rules give the Resident Physician the sole control and management of the patients.
The general rules tell persons employed in the service of the Asylum that character, proper deportment, and faithfulness to duty will alone keep them in the situations in which they are placed. The rules say that the muffs, sleeves, wristbands, or other means of confinement are never to be used unless by order of the Superintendent or Assistant Physician. Visitors are respectfully requested not to disturb the flowers and fruit in the Asylum garden and grounds.
