The text says there had been some discussion as to improving and beautifying the city of San Francisco prior to the catastrophe of April 18th. The text says that when the city was swept by fire, it was obviously the opportune moment for the requisite changes in the rebuilding.
The text says that cities are not merely marts of commerce, that they stand for civility, and that they are civilization itself. The text says that Folsom, United States army captain and quartermaster, came to the American alcalde and said, "Why not call the town San Francisco, and bring hither ships which clear from various ports for San Francisco bay?" The text says to have the city beautiful by all means, because it will pay and Paris makes it pay, but that the useful must be had in any event.
