Air Force radar reports, pilot sightings and disputes about proof give Edward J. Ruppelt's account its starting point. Writing as the former head of Project Blue Book, he describes the investigation of unidentified objects in the sky and the difficulty of deciding what the evidence establishes. His opening case involves an unusual radar target, two F-86 interceptors and an intelligence officer who has preserved a report that was meant to be destroyed.

The administrative work is as revealing as the sightings. Newspaper clippings accumulate from thin envelopes into shoe boxes, while questions from journalists add to the project's workload. Ruppelt also describes arranging press contacts through the Pentagon and giving frequent briefings in Washington. Published in 1956, this firsthand report offers readers a view of how military investigators gathered information, handled publicity and dealt with uncertainty.
