Dulat ran India's external intelligence service, the Research and Analysis Wing, and before that the Intelligence Bureau's operations in Kashmir, then wrote about both. Kashmir: The Vajpayee Years describes back-channel contacts with separatist leaders and drew heavy criticism at home for what it conceded. He followed it with a book co-written with a former head of Pakistan's ISI, which both establishments found harder still. A Life in the Shadows is the memoir. His consistent argument is that Kashmir is a political problem intelligence work cannot solve.
