George R. Parkin was a Canadian educator and author whose career became closely connected with the early administration of the Rhodes Scholarships. He served as principal of Upper Canada College before taking responsibility for organizing the scholarship system across participating countries. The Rhodes scholarships records his account of the scheme, including its origins, selection arrangements, and relationship with the University of Oxford. Bibliographic records date the first edition to 1912, when the program was still comparatively young. Parkin’s experience made him more than an outside commentator: contemporary descriptions call him the Rhodes Trust’s organizing secretary and explain that he travelled widely while establishing the system. His other interests included education, geography, and political questions concerning the British Empire, subjects that informed his public writing and lectures. The Rhodes scholarships therefore belongs to the practical history of an international educational institution, written by an administrator who helped turn its founding provisions into a working network.
