Henry Green Hodges examined international intervention at a moment when lawyers and diplomats were trying to define the limits of state sovereignty. The Doctrine of Intervention appeared through Banner Press in Princeton in 1915 and developed an extended legal and historical argument across nearly three hundred pages. Hodges treated intervention as a problem that could not be settled by one universal formula, emphasizing the circumstances of individual cases and the dangers of action driven by political interest. Later scholarship cites his discussion alongside major nineteenth- and early twentieth-century writers on international law. His examples ranged across diplomatic pressure, collective action, and disputes involving the United States and European powers. The Doctrine of Intervention thus belongs to the pre-League of Nations debate over how recognized rights might be enforced between states. It remains useful as evidence of how an early twentieth-century scholar organized competing doctrines before modern international institutions took their present form.
