The preface describes a carefully revised and very considerably enlarged edition, explaining that the chapters on The Progress and Present Position of Socialism and Russian Nihilism are almost wholly new. The preface says new chapters have been added on Anarchism and State Socialism, with the latter receiving considerable space. The political discussion regards a movement with a passion for social justice, however mistaken, at its heart as a political force that cannot be treated lightly.
The discussion warns that both hopeful adherents and apprehensive opponents are apt to overrate the movement's consequence. The account describes anarchist propaganda by deed as a policy consisting of isolated crimes and outrages.
