Mark Twain's opening sketch describes a country where education and property earn citizens extra votes, shaping everything from official appointments to the depth of a greeting in the street. Through a visitor's observations and conversations, the piece examines how political rules can influence ambition, respect and everyday habits.

The collection also turns from public institutions to personal oddities and country storytelling. A narrator recalls a pipe whose powerful smell drove his travelling companion onto the upper deck of their ship.
