About this book
The Russo-Japanese Conflict takes its causes and issues as its subject, with an introduction by Frederick Wells Williams. The account states that Russia withdrew troops to Tientsin, while the opening of peace negotiations at Peking obliged her Minister to be present there. The discussion of the Anglo-German agreement says Russia desired control of railway enterprises in Manchuria and on the right side of the Liao River even before 1900.
The railway discussion describes an agreement providing for the Russians to construct a line through Manchuria connecting the Trans-Baikal and South Ussuri lines of the Siberian railway system. The account attributes a major role in the railway agreement to the Russo-Chinese Bank acting for the Russian Government.
