Deficiency and Delinquency is subtitled An Interpretation of Mental Testing. The table of contents includes, among others, an introduction, a part titled Practical Considerations and a chapter titled The Functions of a Scale in Diagnosis. The text says of one group of young men that they were from 16-25 years of age, that 17.5% of them had had one year or less in school, and that ten per cent. could not be examined because of unfamiliarity with English.
The text says a report in 1912 regarding the same institution says that 600 of the inmates have been examined with the Binet tests in two years, but does not state how these were selected. The text says that in the hypothetical diagrams, Fig. 5, it is shown how arrest of development might be presented graphically in relation to the distribution curves, ability being measured on the same physical scale. The text says the distributions are shown as skewed at all ages after birth.
