About this book
Pius IX. And His Time by Æneas MacDonell Dawson describes commissions appointed to study railway communication, improve criminal and civil procedure, better the municipal system and repress vagrancy. An account of the periodical press says that Pius IX. authorized several journals while the ministry prepared a law intended to establish, secure and regulate a press.
The journals are said to have initially supported the pontiff and his reforming ministry and advocated changes described as rational, practicable and useful. Discussion of Pontifical territory includes a despatch stating that the Emperor would be compelled to oppose Piedmontese troops if they advanced upon that territory.
