The Untouchable Adolescents is by Harlan Ellison. The opening lines say that the aliens wouldn't accept help, though their world was about to explode, and that adolescence is the time when you aren't smart enough to ask for help. Captain Luther Shreve started violently as the whine of the Stress-Potential banks died away.
Teller, a Psych Officer, says that they have somewhere less than five months, that the Big Push comes then, and that the eruptions will wipe out nine-tenths of the centers of community. As Shreve approaches, the aliens move back, and he tells them that there are internal stresses that are going to rip open their continents and that machines can be set up to re-direct the eruptions into the ocean so their people won't die. The Group of Deciders admit in their last refuge that they were wrong and have rejected their only salvation, and that they must prepare the group-mind and send a plea for aid into space.
